Successful completion of English as a Second Language (ESL) or English for Academic Preparation (EAP) at an Ontario Community College, University, or approved pathway language organization. Students using this option are not eligible for Pharmacy Technician, and applicability is based on exit marks.

Option 4:

Provide proof of language proficiency based on previous education:

  • Successfully completed three consecutive years of study at the secondary school (high school) level in English in a country where English is a primary language (four years, with graduation diploma are required for Pharmacy Technician)
  • Completed one full year of study (within the last 2 years) in an accredited post-secondary program in English in a country where English is a primary language (not applicable to Pharmacy Technician)
  • Obtain an Ontario Secondary School Diploma (or Canadian provincial equivalent) and English credit (Grade 12 C) issued by a public or Catholic school board,
  • Provide proof of graduation from one of the authorized Fleming College pathway partners (not applicable to Pharmacy Technician, and post-graduate applicability is based on marks)
  • Completed three consecutive years of study at a secondary private school in Ontario and received an Ontario Secondary School Diploma and English credit (Grade 12 C)

Note: Fleming College reserves the right to request additional documentation, or a third party evaluation of submitted documents. Fleming College also reserves the right to request an additional English language test from any applicant if the college deems it necessary. Based on the results of Fleming College testing, students may be offered additional language supports. All requirements are subject to change at any time without notice.

ESL Bridge – Meeting English Language Requirements at Fleming College

The ESL Bridge Program is based on current research into language learning and uses proven methods of instruction. It is designed to support individual learning; we recognize that students differ in the level of language with which they enter the program, and we understand that students progress through the program at different rates. All professors, instructors, and tutors hold internationally recognized ESL teaching qualifications and have years of experience teaching English in Canada and abroad. The program is held at Fleming’s Sutherland Campus, in Peterborough.

The ELB Program reserves the right to place a student according program believes is appropriate for maximum learning, regardless of IELTS or TOEFL results.

Intense immersion, in and out of the classroom

  • Mornings are dedicated to integrated language skill development and an elective course or specialized writing course (such as English for Science or English for Business).
  • In the afternoons you can participate in optional workshops, such as Pronunciation, Study Skills, Social Conversation, and Idioms and Expressions. These small-group workshops focus strongly on practice and refinement of speaking and study skills.
  • One afternoon each week is dedicated to a field trip away from the campus. You will have the chance to apply language skills to a specific situation, to interact with Canadians in the community, and to become familiar with Canadian culture.
  • Each week you will receive private tutoring for 45 – 60 minutes to help target specific challenges.

Sir Sandford Fleming – Our Namesake

Sir Sandford Fleming

Born in Kircaldy, Scotland, Sir Sandford Fleming began working for an engineer at age 14. It was at that time he learned to design and build harbours and waterworks, and surveyed for the railway.

In 1845, at the age of 18, Sir Sandford arrived in Canada. He spent his first summer in Canada at the home of a friend in Peterborough – Dr. John Hutchison.

The Engineer

Sir Sandford worked in Peterborough, surveying until 1849 when he became a fully qualified engineer. It was during this time he drew and printed the first map of Peterborough.

In 1863, Sir Sandford headed up plans for the Intercolonial Railway, connecting New Brunswick and Nova Scotia to Upper and Lower Canada. Much of the surveying was done by snowshoe and dogsled over rugged terrain.

Sir Sandford was also the first to survey and draw up plans for a rail line running from the Atlantic to the Pacific. He became director of the Canadian Pacific Railway Company when it was awarded the contract to build the rail line out west.

Creating a rail line to the Pacific coast was perhaps Sir Sandford’s most challenging feat but he persevered, leading the construction of the railway through the perilous Rockies. In 1885, the last spike was driven in the line, which stretched from the Pacific Ocean to the Atlantic Ocean.

That same year, Sir Sandford was appointed Chief Engineer of the Northern Railway, which ran from Toronto to Collingwood, Ontario.

The Innovator

Sir Sandford invented Universal Standard Time, which was adopted worldwide in 1885. It was his work on the railway timetables that led Sir Sandford to this invention. Through standard time, the Earth was divided into 24 time zones, each an hour from the next and all a fixed number of hours from the time in Greenwich, England (0 degrees longitude).

With the dream of one day linking communications between all nations within the British Empire, he saw this completed in 1902 when the last telegraph cable was laid across the floor of the Pacific Ocean.

Sir Sandford also designed Canada’s first postage stamp – the Three Penny Beaver.

Accolades

Sir Sandford Fleming was a founding member of the Royal Canadian Institute. He was Chancellor of Queen’s University for 35 years and received honorary degrees from Queen’s, the University of Toronto and St. Andrew’s University in Scotland.

He was made a Companion of the Order of St. Michael and St. George in 1887 and was knighted by Queen Victoria in 1897.

Tuition and Fees

Your tuition fees are set in accordance with the Ontario Ministry of Colleges and Universities (MCU) fee guidelines and are approved by Fleming Colleges Board of Governors and your Student Association.

You will have fees on your student account other than just tuition. It is important you understand all of your fees and when they are due.

Tuition Fees

This is the cost associated with delivering your program, there are three things that can impact what you are charged:

  • Program you are enrolled in
  • Semester you are registered in
  • Domestic or international student status

Ancillary Fees

These fees are above and beyond your tuition and cover the cost of student support and services that assist you to be successful at Fleming College. Learn how ancillary fees provide resources and services that are important in supporting you as a student.

Program and Course Fees

You may have course and program-specific fees that will be charged to your student tuition account for the cost of: course materials, internship/co-operative education, placements, and/or memberships.

Miscellaneous and Administrative Fees

These are fees that are prompted by a request or action you take, and the associated fees are added to your student tuition account.

Extra Courses

Full-Time students will be required to pay fees for each course taken in excess of the normal full-time load for the current term of their program and for any non-credit course(s) they wish to take. Courses may include material fees (varies per course) and/or on-line course fee.

Health Plan Fees

Full-Time Students

A student registered in at least 70% of the total program credits or at least two-thirds of the number of courses in the term is classified as a full-time student according to MAESD guidelines for fee purposes.

Late Fees and Returned Or Declined Payments

It is your responsibility to ensure your payment is received by the college on or before the due date published in your Fee Notification. A late fee charge of $150 will be applied to your account for payments received after the Final Payment Deadline date.

A $30 fee will be charged for returned cheques, declined credit cards or payments returned to us for any reason.

Scholarships for International Students

Students applying to a Fleming certificate, diploma, advanced diploma or graduate certificate program for January 2026 or sooner can apply for these scholarships.

Scholarships are awarded based on availability.

Only those students who have been approved and received a scholarship confirmation letter will be eligible to receive the scholarship amount once they have enrolled in their program.

The award will be credited to your student account upon successful enrollment after Day 10 in first semester of the program. For The Americas Academic Excellence Entry Scholarship The award will be credited to your student account upon successful completion of the first semester and registration in the second semester at Fleming.

The Americas Academic Excellence Entry Scholarship

Value: Up to $4,000 CAD*
*$1,000 CAD per semester. Maximum of four semesters

Awarded to an international student from Anguilla, Antigua & Barbuda, Argentina, Aruba, Bahamas, Barbados, Belize, Bolivia, Brazil, British Virgin Islands, Caribbean Netherlands, Cayman Islands, Chile, Colombia, Costa Rica, Cuba, Curacao, Dominica, Dominican Republic, Ecuador, El Salvador, Falkland Islands, French Guiana, Grenada, Guadeloupe, Guatemala, Guyana, Haiti, Honduras, Jamaica, Martinique, Mexico, Montserrat, Nicaragua, Panama, Paraguay, Peru, Puerto Rico, Saint Barthelemy, Saint Kitts & Nevis, Saint Lucia, Saint Martin, Saint Vincent & Grenadines, Suriname, Trinidad & Tobago, United States of America, Uruguay, and Venezuela who has achieved the minimum English language proficiency requirements for their program** as well as a GPA (Grade Point Average) of 80% or above from high school, college or university. The scholarship will be awarded upon successful completion of the first semester and credited upon the registration in the second semester of the post-secondary program at Fleming, after Day 10. To continue receiving the scholarship in the following semester(s), the student needs to maintain a 3.9 GPA or above. The amount will be credited to the student account for the following semester after final grades of the previous semester have been posted.

Africa Academic Excellence Entry Scholarships

Value: $1,250 CAD

Awarded to an international student from Africa who has achieved the minimum English language proficiency requirements for their program** as well as a GPA (Grade Point Average) of 85% or above from high school, college or university.

**Note: Successful completion of Fleming’s English as a Second Language Bridge (ELB) program will meet the English language proficiency for Entry scholarships.

East Asia (except the Philippines) Academic Excellence Entry Scholarship

Value: $2,000 CAD

Awarded to an international student from China, Japan, Korea, Vietnam, Taiwan, Philippines, Indonesia, Malaysia, or Singapore who has achieved the minimum English language proficiency requirements for their program** as well as a GPA (Grade Point Average) of 75% or above from high school, college or university.

**Note: Successful completion of Fleming’s English as a Second Language Bridge (ELB) program will meet the English language proficiency for Entry scholarships.

The Philippines Academic Excellence Entry Scholarship

Value: Up to $4,000 CAD* *$1,000 CAD per semester. Maximum of four semesters

Awarded to an international student from the Philippines who has achieved the minimum GPA (Grade Point Average) of 85% or above from high school, college or university. The scholarship will be awarded upon successful completion of the first semester and credited upon the registration in the second semester of the post-secondary program at Fleming, after Day 10. To continue receiving the scholarship in the following semester(s), the student needs to maintain a 3.9 GPA or above. The amount will be credited to the student account for the following semester after final grades of the previous semester have been posted.

India Academic Excellence Entry Scholarship

Value: $1,250 CAD

Awarded to an international student who has achieved an overall IELTS score of 7.0 (equivalent to a PTE Academic score of 66-74 or a TOEFL score of 94-101 or a Duolingo score of 130-135) or above as well as a GPA (Grade Point Average) of 80% or above from high school, college or university.

South Asia Academic Excellence Entry Scholarship

Value: $1,250 CAD

Awarded to an international student from Sri Lanka, Bangladesh, Nepal, Bhutan, and Pakistan who has achieved the minimum English language proficiency requirements for their program** as well as a GPA (Grade Point Average) of 75% or above from high school, college or university.

**Note: Successful completion of Fleming’s English as a Second Language Bridge (ELB) program will meet the English language proficiency for Entry scholarships.

Rest of the World Academic Excellence Entry Scholarship

Value: $1,250 CAD

Awarded to an international student from a country other than those listed above who has achieved the minimum English language proficiency requirements for their program** as well as a GPA (Grade Point Average) of 80% or above from high school, college or university.

**Note: Successful completion of Fleming’s English as a Second Language Bridge (ELB) program will meet the English language proficiency for Entry scholarships.

Global English as A Second Language Bridge (ELB) Entry Scholarship

Value: $1,000 CAD

This scholarship can be combined with other Entry scholarships. Awarded to an international student who has successfully completed at least two levels of Fleming’s English as a Second Language Bridge program (ELB) and has been accepted into a Fleming diploma or graduate certificate program. The scholarship will be awarded upon successful completion of the ELB program and credited upon the registration in the first semester of the post-secondary program at Fleming, after Day 10.

Is it possible to transfer my studies from Fleming College Toronto to Fleming College’s Sutherland Campus in Peterborough, and if so, what are the necessary steps and who should I contact at Fleming College for further assistance?

As per the IRCC’s website, new students beginning their studies in a public-private partnership after May 15, 2024 will not be eligible to apply for a post-graduation work permit. New students who enroll after May 15, 2024 wishing to transfer to Fleming College, Sutherland Campus in Peterborough are encouraged to reach out. How does this announcement impact current international students?

International students currently enrolled at Fleming across all campuses, including Fleming College Toronto, are not affected by this announcement. International students that have applied for spring and fall 2024 sessions may be impacted by this announcement. Students who did not apply for a Study Permit before January 22, 2024, 8AM EST will be subject to the new requirements, including providing a provincial attestation letter along with the Study Permit application. Fleming College is proud to be a Designated Learning Institution (DLI # O19303189722), and it’s important to note that these policy changes do not affect the eligibility of our students for post-graduation work permits (PGWP).

Do current students need an attestation letter to extend their study permit?

Can I still apply for a graduate certificate program at your college as an International Student?

What will Fleming’s allocation be under the new cap?

On March 28, 2024, the Ministry presented Fleming College with a great deal of information and data that they used in their allocation decision making process. We now need to scrutinize, clarify and understand all numbers presented to us, and determine the impact on Fleming. The college will communicate more details, as they are known.

Will Fleming graduates be eligible for a post graduate work permit after completing their courses?

Students enrolled at Fleming College are still eligible for the PGWP permit. However, the Government of Canada will be limiting the number of permits issued and visas granted. We do not yet know the direct impact this will have on Fleming students. Please continue to visit this page for updates, as more information becomes available about the policy.

Is Fleming College Toronto a public or private-public model institution?

Fleming College Toronto was established through a public-private partnership between Sir Sandford Fleming College and Trebas Institute Ontario. All students are Fleming College Students and receive a Fleming credential.

Provincial Attestation Letter:

What is a Provincial Attestation Letter (PAL) and will I need it as part of my Canadian study permit application?

As per the IRCC’s website , you need a Provincial Attestation Letter to apply for a study permit. As of January 22, 2024, most students must include a provincial attestation letter (PAL) from the province or territory where they plan to study with their study permit application.

How do I know if I need a Provincial Attestation Letter (PAL)?

If your study permit application has already been approved by IRCC; OR if you have applied for your new study permit application before January 22, 2024; OR if you are applying for a study permit extension from within Canada, you do not need a PAL. If you fall under any of the above categories, you must immediately notify the college at international@flemingcollege.ca.

Does Provincial Attestation Letter guarantee my study visa approval?

No. The provincial attestation letter (PAL) does not guarantee that your study permit application will be approved. However, if you do not include your PAL, your study permit application will not be accepted for processing. A complete list of students who do not need a PAL can be found on the IRCC’s website.

How to get a Provincial Attestation Letter (PAL)?

It is important to clarify, if you applied to your study permit before January 22, 2024, you do not need a PAL.

If you have received an offer of admission and are applying for a study visa after January 22, 2024, follow this check list:

  1. Accept your offer of admission.
  2. Make at least first semester tuition payment as outlined on your letter of acceptance. Deposit, partial or incomplete tuition payments are not accepted.
  3. If approved for a PAL, you will receive communication from the college and you, or your agent, will be able to download your PAL from OCAS.
  4. Apply for your study visa.
  5. Stay in touch
