Am I eligible?
You are eligible if you are an international applicant either currently in or outside Canada who is applying to a full-time postsecondary program and confirm your Seneca program choice.
You are also eligible if you are an international student who is:
- paying international tuition fees
- currently studying in Canada and interested in a second program or starting one of our bundled programs
- obtaining or in the process of obtaining your Ontario Secondary School Diploma (OSSD)
- currently studying in Canada in an eligible English pathway program
- currently studying at Seneca and applying for a new program
Is my program eligible?
The entrance scholarship is valid for all full-time postsecondary programs that start in September 2025, January 2026, May 2026 or September 2026. If you confirm your Seneca program choice for a Bundled Program, or second program, the scholarship will be awarded for each new program. If you are interested in a Post-Graduation Work Permit (PGWP), please ensure you understand recent updates on PGWP eligibility.
How do I start?
You automatically qualify for this entrance scholarship if you meet the eligibility criteria. Here is what you need to do:
- Confirm your offer of admission to a full-time program at Seneca through our International Web Application.
- You will pay the $90 CAD application fee when you apply and the amount will be credited to your student account after Day 10 of the term, should you confirm your offer, pay your fees and enrol. Note – If you are working with an agent, please connect with your agent for an application promo code.
- Upload a valid study permit or Letter of Introduction (LOI) at the time of application, if you are applying within Canada
- Confirm your offer of admission, pay a minimum $2,000 tuition deposit and you will receive a Letter of Acceptance (LOA) and Provincial Attestation Letter (if applicable) from Seneca.
- Pay your fees by the due date in the fee notice to secure your spot
- Complete any remaining steps to enrol at Seneca
How do I get the scholarship?
You will receive an entrance scholarship and prioritized admission when you start a new program at Seneca. The amount of the scholarship will be based on the length of the program.
- One-year program – $2,000 (when you confirm your program)
- Two-year program – $3,000 ($2,000 when you confirm your program, $1,000 in year two)
- Three-year program – $4,000 ($2,000 when you confirm your program, $1,000 in years two and three)
- Four-year program – $5,000 ($2,000 when you confirm program, $1,000 in years two, three and four)
The entrance scholarship will be deposited directly to your Student Home account shortly after day 10 of the term once you’ve provided your Social Insurance Number (S.I.N.) or International Tax Number (ITN) on Student Home. Any remaining entrance scholarship that you may be eligible for, based on length of the program, will be deposited after Day 10 of each subsequent year of the program, where relevant.
The Seneca Entrance Scholarship is non-refundable. If this award results in an overpayment of fees, the excess funds will be automatically applied to the fees for the next semester.
If you choose to defer your admission to a future term, you may still be eligible to receive the $2,000 tuition credit of the Seneca Entrance Scholarship, provided you defer to an eligible term.
- If you previously qualified for the (a) PAL and $1,000 Scholarship for International Students outside Canada applying from July 10, 2024 or (b) $2,000 Entrance Scholarship for International Students in Canada applying from May 17, 2024 for full-time postsecondary programs that start in January 2025, May 2025, or September 2025 you will instead receive a scholarship of equal or greater value based on the number of years of study as detailed above
- No cash alternative or substitution will be provided
- You will need to provide your Social Insurance Number (S.I.N.) or International Tax Number (ITN) on Student Home – after your arrival in Canada – to receive the scholarship after Day 10 of the term
What if I applied and confirmed my program before June 1, 2025?
If you applied to Seneca and confirmed your program between July 10, 2024, and May 31, 2025, you are eligible for the Seneca Entrance Scholarship. This scholarship is available if you are starting in September 2024, January 2025, May 2025, September 2025, or January 2026.
The amount of the scholarship is based on the number of years of study. If you applied to Seneca’s English Language Institute (ELI) and confirmed your offer between August 1, 2024, and December 31, 2025, you may be eligible for a $500 tuition credit per seven-week level to a maximum of $2,000 (or four ELI levels). To receive scholarship funds, be sure to enter your Social Insurance Number (SIN) or International Tax Number (ITN) on Student Home after you arrive in Canada.
The funds will be deposited directly to your Student Home account in the coming days. No cash alternative or substitution will be provided.
Finally, be sure to pay the $2,000 first semester installment by the due date in your fee notice. You will need to make this deposit to receive your Provincial Attestation Letter (PAL), Letter of Acceptance (LOA), and to reserve a seat in your program.

What if I applied and confirmed my program between June 1, 2025 and September 17, 2025?
If you applied to Seneca and confirmed your Seneca program choice between June 1, 2025, and September 17, 2025, you would have been eligible for the Seneca Entrance Scholarship, and a $2,000 tuition credit would have been credited to your Student Home.
To receive future scholarship funds for the balance of your program and each year of study, be sure to enter your Social Insurance Number (SIN) or International Tax Number (ITN) on Student Home after you arrive in Canada. Funds will be deposited directly to your Student Home account after Day 10 of the term.
Finally, be sure to pay the $2,000 first semester installment by the due date in your fee notice. You will need to make this deposit to receive your Provincial Attestation Letter (PAL), Letter of Acceptance (LOA), and to reserve a seat in your program.

Provincial Attestation Letter (PAL) and Study Permits
How much money do I need to show in my study permit application?
It is required to demonstrate sufficient funds for your studies. This includes tuition, supplies, cost of living, and round-trip travel for the first year. Currently a single applicant applying for a study permit must demonstrate cost of living funds in the amount of $20,635 for the first year of study. Please refer to IRCC to review the financial requirements based on family size.
Note: This amount will increase to $22,895 on September 1, 2025.
What is a provincial attestation letter (PAL) and how do I receive it?
A provincial attestation letter (PAL) is a document issued by the province of Ontario that must be included with most study permit applications to Immigration, Refugees and Citizenship Canada (IRCC) from January 22, 2024 (some exemptions apply). Any study permit application received by IRCC on or after January 22, 2024, that does not include a PAL will be returned and refunded.
The PAL confirms that you have a space to study at Seneca in Ontario. It will include your full name, date of birth, address and program information.
For new students applying to Seneca:
It is recommended that you apply to your programs of interest as soon as you can, as spaces fill up quickly.
Once you confirm your Seneca program of choice you will receive a Fee Notice and be asked to pay the $2,000 tuition deposit before receiving your Provincial Attestation Letter (PAL) and Letter of Acceptance (LOA) which are needed for your study permit application.

For recently admitted students or current students:
If you did not receive a PAL with your Letter of Acceptance, or if your previously issued PAL has expired, you can request a PAL valid until December 31, 2025 by emailing theservicehub@senecapolytechnic.ca with the subject line “PAL Request”.
When will I receive my PAL and Letter of Acceptance (LOA)?
Once you have confirmed your offer and paid your tuition deposit, Seneca will submit a PAL request to the Provincial government on your behalf. You will receive your approved PAL along with your LOA by email within 4-6 business days.
Do I need a new PAL if I deferred my admission to the next intake?
A PAL may be used in a study permit application at any time before the expiry date indicated. The PAL may only be used once. Your PAL is not tied to a specific intake, you may use it to apply for your study permit until it expires, even if you defer to a later semester.
How long is a PAL valid for?
The expiry date is indicated on the PAL. Your PAL only needs to be valid at the time you submit your application to IRCC. A PAL may only be used once, if your application is rejected by IRCC, a new PAL is required to reapply.
My PAL has expired, how can I get a new PAL?
If you received a PAL from Seneca and it has expired, contact theservicehub@senecapolytechnic.ca with the subject line “Expired PAL” to learn how to receive a new PAL valid through 2025.
I have been issued a PAL from another province and/or Designated Learning Institute (DLI).
Can I use it to apply for my study permit with Seneca’s Letter of Acceptance (LOA)?
You must apply to IRCC for a study permit with a PAL and LOA from Seneca. This PAL will be emailed to you along with your LOA. You cannot use documents issued by another province or DLI.
My study permit application was denied. Do I need a new PAL when I reapply for a study permit?
As of January 22, 2025, a new PAL is required to reapply to IRCC after a refusal.
I have not yet applied to IRCC for my study permit. What should be my next steps?

Please wait for IRCC’s response to your study permit application. No further action is required until you receive a decision. If your study permit application is approved by IRCC, you can begin planning for your start at Seneca.
Who is exempt from the provincial attestation letter (PAL) requirement announced by IRCC?
You do not need a PAL when applying for a study permit if you are an exchange student, a refugee or protected person, a current student applying for a study permit extension for the same DLI and same level of study, or if you are eligible for certain permanent residence programs. A complete list of PAL exempt groups can be found on the IRCC website.
I am planning to begin my studies in 2025 or January 2026 and I have not applied for a study permit yet. Will I be eligible for PGWP?
Your eligibility for a PGWP depends on your program of study, the date you submitted your study permit application or PGWP application and meeting the minimum language proficiency required by the government.
You can view the current list of Seneca programs that are eligible for a PGWP here. This list is subject to change and will continue to be updated.
To be eligible for a PGWP, you must complete a degree program or another program that meets the field of study requirements, based on the date of your Seneca study permit application or your PGWP application, as outlined under ‘Important Dates for PGWP Eligibility’. You must also:
- be in Canada for the complete duration of your studies; time spent studying outside of Canada will be deducted from the length of your PGWP
- attend at least 50 per cent of your program in class – in class options include in-person, hybrid and flexible courses; for flexible courses, you must plan to attend your class on campus
- meet the minimum language proficiency required by IRCC, which is a Canadian Language Benchmark 5 (CLB5) for graduates of certificate, diploma, advanced diplomas, or graduate certificates; and Canadian Language Benchmark 7 (CLB7) for graduates of degree programs

What should I do if my study permit is denied?
Students who receive a refusal from IRCC may be eligible to request a refund or deferral to start your studies in a future term (administrative fees may apply). Students must include a copy of their IRCC denial notification with the request for deferral or refund. The request must be made within 14 days from the date noted on the study permit refusal notice. Do I need to inform IRCC of a program change if I have a study permit application in progress?
Yes. If you receive a new LOA following a program change you must provide this document to IRCC via webform to update your pending study permit application.
Can I work in Canada while I study?
International students in Canada with a valid study permit who are enrolled in a full-time academic program may work on campus, or off campus up to 24 hours per week as of November 8, 2024 (and full-time during school breaks). For more information, please refer to IRCC.
Do I need a new study permit to change schools?
International students may change or transfer institutions during their studies in Canada. To study at college or university in Canada and receive a study permit, you must be enrolled at a Designated Learning Institution (DLI). Seneca is a DLI (O19395536013).
As of November 8, 2024, international students must study at the DLI named on their study permit. When changing schools, it is required to apply for a new study permit before starting classes at the new DLI if you are:
- changing from another post-secondary institution
- transitioning from secondary to post-secondary level
- transitioning from an English language pathway to Seneca
In addition, if you are in a program with a co-op, you must apply for a new co-op work permit.
When you apply for your new study permit, you must include a letter explaining why you are changing schools. It is recommended to plan ahead and obtain your new study permit before completing your studies at the previous school so that you do not lose status in Canada while waiting for the new study permit.

I am changing schools and have not received my new Seneca study permit, can I start classes?
For the May 2025 Term, you may begin your classes at Seneca while you wait if you meet all the below criteria:
- You applied for a study permit extension to change your DLI to Seneca, and
- Your current study permit is valid and does not name a specific DLI, and
- You meet all other conditions of your current study permit
If you do not meet the above conditions, you must wait to receive your new Seneca study permit before starting classes. You can also begin your classes while you wait if the below situation applies to you:
- you stayed in Canada since you received your letter of acceptance (LOA) from the new DLI and
- you continue to meet the conditions of your previous study permit and
- before you completed your course or program of study, you find yourself in one of the following situations with the previous DLI:
- it closed
- it discontinued the course or program of study
- it was placed on the suspension list or
- it lost its designated status
For the September 2025 Term, you may not begin classes before receiving your new Seneca study permit unless:
- you stayed in Canada since you received your letter of acceptance (LOA) from the new DLI and
- you continue to meet the conditions of your previous study permit and
- before you completed your course or program of study, you find yourself in one of the following situations with the previous DLI:
- it closed
- it discontinued the course or program of study
- it was placed on the suspension list or
- it lost its designated status

Can I apply for a study permit via the Student Direct Stream (SDS) or Nigeria Student Express (NSE) stream?
The Student Direct Stream (SDS) and Nigeria Student Express (NSE) stream closed on November 8, 2024. Study permit applications will now be processed via the regular stream only and are subject to the regular stream requirements and processing times. What is the refund policy for withdrawals due to IRCC changes?
No administrative fees are applied for withdrawals resulting from IRCC changes to PGWP eligibility. For more information about withdrawals and refunds, please review our Change of Plans page.
Do I need a PAL if I apply for a study permit extension for a different level of study at Seneca?
IRCC considers all Seneca programs including ELI, certificates, diplomas, advanced diplomas, degrees, and graduate certificates as “post-secondary education”. If you are a current Seneca student and require a study permit extension to study a new program at Seneca a PAL is not required. However, if you receive a new PAL with the LOA for your new program you can still include it in your IRCC application.
Post-Graduation Work Permit (PGWP)
Is my program eligible for a Post-Graduation Work Permit (PGWP)?
For current students with a valid study permit or those who applied for a study permit prior to November 1, 2024, full-time academic programs across all Seneca campuses – including programs for INSCOL are eligible for a PGWP if you study your original program and meet the minimum language proficiency now required by the government.
The duration of the PGWP is determined by the length of program you are taking:
- graduates of a PGWP eligible program that is at least two years in length, are eligible for a PGWP of up to three years
If you apply for your study permit or PGWP on or after November 1, 2024 (or June 25, 2025), eligibility for a PGWP will depend on your program of study and meeting the minimum language proficiency now required by the government. If you require a study permit extension on or after November 1, 2024 (or June 25, 2025) to begin a new program, your new program must also be eligible for PGWP. IRCC has published a list of PGWP-eligible programs. This includes certificates, diplomas, and advanced diplomas with a field of study requirement. Degree programs are also eligible for PGWP.
You can view the list of Seneca programs that are PGWP-eligible. This list will continue to be updated. If you require a study permit extension on or after Nov. 1, 2024 for the same program indicated in your Letter of Acceptance (LOA), you will remain eligible for a PGWP regardless of program. This includes if you apply to the Work Integrated Learning Stream of your original program. Please refer to the ‘Program Availability’ – ‘International Applicants’ section of your program page to check the PGWP eligibility timeline specific to your program. Is a language test required for my PGWP application?
As a result of the September 18, 2024 IRCC announcement, you will be required to submit proof of English or French language proficiency if you apply for a PGWP on or after November 1, 2024.
- Graduates of certificate, diploma, or advanced diplomas must demonstrate language proficiency of Canadian Language Benchmark (CLB) 5.
- Graduates of degree programs must demonstrate language proficiency of Canadian Language Benchmark (CLB) 7.
Your test results must be less than two years old when you submit your application. The approved language tests for PGWP are below.
You can book a language test directly through one of the approved test websites in the table above. As of March 2025, Seneca’s Test Centre now also offers IELTS tests at Newnham Campus. Learn more and register for your IELTS test.

Note: Seneca requires international students to demonstrate a minimum proficiency equivalent to CLB 6-7 in all skills for admission to postsecondary studies. The new PGWP language requirement for November 1, 2024 applicants is CLB 5 or CLB 7 (depending on program), therefore Seneca graduates will be well equipped to achieve the required score when preparing to apply for PGWP.

As a current student, can I complete studies from outside of Canada without affecting my PGWP eligibility?
To be eligible for a post-graduation work permit (PGWP) for the full duration, you must:
- be in Canada for the complete duration of your studies from September 1, 2024 onwards
- attend at least 50 per cent of your program in class and meet all other PGWP requirements. In class options include in-person, hybrid, and flexible courses. For flexible courses, you must plan to attend your class on campus
Time spent studying outside of Canada from September 1, 2024 onwards will be deducted from the length of your PGWP.
Program and course delivery information for each program is available on program pages. If your courses were moved online due to the pandemic, the time you spend studying online from within Canada until September 1, 2024, still counts toward the length of your PGWP.
When possible, select courses that have an in-class component (e.g. in-person, hybrid or flexible). If your courses are only available online, the time you spend studying in Canada will still count towards the length of your Post-Graduation Work Permit (PGWP) provided it accounts for no more than 50 per cent of your studies.

If I leave Canada during the holiday closure, study week, or to visit family for a short time, will that time be deducted from my PGWP?
Time away from Canada during the holiday closure, study week or non-academic terms (if your program has a scheduled break), would typically not be deducted from the length of your PGWP. Any time outside of Canada taken during your academic term, may pose a risk of the time being deducted from the length of your PGWP after August 31, 2024. Will Seneca offer more seats in PGWP eligible programs?
Yes, Seneca is agile and innovative with program offerings. New programs are added regularly and available seats are added to programs with increased demand where resources allow.
Which students are impacted by the new field of study requirement?
Whether you are a current or a future student, review the date of your study permit application or study permit extension application to understand if your program will be impacted by the field of study requirements introduced by IRCC. These changes apply to certificate, diploma, and advanced diploma programs. All degree programs at Seneca are eligible for PGWP.

What are the Canadian Language Benchmark levels?
Canadian Language Benchmarks (CLB) are used to describe, measure and recognize second language proficiency of newcomers intending to live and work in Canada. The CLB level is determined by completing a recognized language test. Your test results must be less than two years old when you submit your application. The approved language tests for PGWP are below.
You can book a language test directly through one of the approved test websites in the table above. Seneca’s Test Centre at Newnham Campus now offers IELTS tests, learning centre preparation and webinars to help you get ready. Learn more and register for your IELTS test. Note: Seneca requires international students to demonstrate a minimum proficiency equivalent to CLB 6-7 in all skills for admission to postsecondary studies. The new PGWP language requirement for November 1, 2024 applicants is CLB 5 (for certificate, diploma, or advanced diploma programs) or CLB 7 (for degree programs), therefore Seneca graduates will be well equipped to achieve the required score when preparing to apply for PGWP. Are bundled (1+1) programs eligible for PGWP?
If you have a study permit or applied for a study permit before November 1, 2024 both programs will count toward the duration of PGWP. If you apply for a study permit on or after November 1, 2024, both programs must be PGWP eligible to receive a work permit based on two years of study. If only one program is eligible, the work permit will be issued based on the duration of the eligible program only.

Can my spouse or common-law partner accompany me to Canada while I am studying, and be able to work?
Effective January 21, 2025 Only spouses of certain international students and foreign workers will be able to apply for a family or spouse open work permit. These permits will be limited to spouses of international students who are enrolled in:

If your spouse or common-law partner applied for a spouse open work permit before March 19, 2024 they may be eligible for an open work permit if you meet these three requirements:
If your spouse or common-law partner applied for an open work permit between March 19, 2024 and January 21, 2025, they may be eligible to apply for a spouse open work permit only if you have a valid study permit and you are:
- studying in a master’s or doctoral degree program at a university or polytechnic institution, or
- completing one of the following professional degree programs at a university:
- Doctor of Dental Surgery (DDS, DMD)
- Bachelor of Law or Juris Doctor (LLB, JD, BCL)
- Doctor of Medicine (MD)
- Doctor of Optometry (OD)
- Pharmacy (PharmD, BS, BSc, BPharm)
- Doctor of Veterinary Medicine (DVM)
- Bachelor of Science in Nursing (BScN, BSN, BNSc)

Note that Seneca degree programs are no longer eligible for the spouse open work permit. Will my spouse be eligible for a spouse open work permit after I graduate and obtain a post-graduation work permit?
Effective January 21, 2025, only spouses of certain international students and foreign workers will be able to apply for a family or spouse open work permit. As a PGWP applicant (or PGWP holder), your spouse will be eligible if you are employed in a:
- TEER 0 or 1 occupation, or
- select TEER 2 or 3 occupations in sectors with labour shortages or linked to government priorities. These include occupations in the natural and applied sciences, construction, health care, natural resources, education, sports and military sectors. The full list will be available on January 21, 2025.
In addition, you must have at least 16 months validity on your work permit at the time when your spouse applies for their open work permit. To meet this requirement, you must graduate from a program of 16 months or longer and meet all “in-class” study requirements to ensure you receive the full duration of PGWP. If your spouse is not eligible for a spouse open work permit, they may be eligible for another type of work permit. (updated Jan 17, 2025)

As an international student, do I have health insurance coverage?
As an international student enrolled in a full-time program at Seneca, you have mandatory health insurance included in your ancillary fees. It is provided by Morcare. How can I submit documents that were not initially uploaded with my application?
Please scan or send a photo of all required documents to theservicehub@senecapolytechnic.ca. Be sure to include your Seneca ID number or application number in all your emails to avoid any delays in processing your application.
How do I verify the authenticity of my offer of admission?
If you are an international applicant, your offer of admission will always be sent to the email address you used when applying. Seneca will only communicate via email and will never mail a physical, paper copy of your offer of admission. If you are using an educational agent to apply to Seneca, make sure that your representative is registered with Seneca and that you always have direct access to email communications with Seneca at all times. If you have any questions or concerns about the authenticity of your offer of admission, contact The Service Hub at theservicehub@senecapolytechnic.ca using the email address you used when applying and attach a copy of the offer of admission you received.
How can I apply to Seneca without my IELTS (or other Seneca recognized English tests)?
Seneca accepts several English proficiency tests. Some of these are offered online and include at-home options including TOEFL iBT and Duolingo. Applicants from some English-speaking countries are exempt from submitting English Language Proficiency test scores. View the complete list of exempt countries. How can I get my application fee waived?
If you apply to a full-time program at Seneca through our International Web Application before December 31, 2025, you will first have to pay a $90 CAD fee at the time of your application, which will later be reimbursed after you’ve been accepted and have paid your tuition deposit. This $90 CAD amount will be deposited to your Student Home account.

Does Seneca provide transportation from the airport?

What do I do if I am not feeling well or notice changes in my health?
If you need to seek for medical attention at this time, you have the option to book Virtual Appointments available with the Seneca Medical Centre or use Virtual Doctor, offered by Morcare. If you have any questions regarding the plan, or in case of an emergency, please call the 24-hour customer support line, 1.888.985.1552. You can also reach out to Telehealth Canada, 24 hours a day, seven days a week at 1.866.797.0000 and speak with a registered nurse. To find a walk-in clinic, view Morcare’s provider map for a list of clinics that will directly bill Morcare. If you visited a Canadian walk-in health clinic or hospital and had to pay for your visit upfront, you can submit a claim for a refund. Please email claim@morcare.ca to submit your claim. What supports are available for students from Türkiye and Syria?
The Government of Canada has announced support for Turkish and Syrian temporary residents in Canada effective March 29, 2023. These include:
- Eligible Turkish and Syrian nationals can continue to study, work or visit family by applying for an extension of their status free of charge
- An open work permit pathway will be made available for Turkish and Syrian nationals already in Canada. These measures will make it easier for Turkish and Syrian nationals who wish to extend their temporary status in Canada and to move between temporary streams

How many hours can I work off-campus?
On November 8, 2024, IRCC increased the number of hours international students are permitted to work off campus, to 24 hours per week. To work off campus, international students must have:
- a valid study permit that shows that you’re authorized to work off campus
- started a full-time Seneca program that is at least six months long and leads to a degree, diploma or certificate and have full-time student status
- have received a Social Insurance Number (SIN)

What steps do I need to take to withdraw from Seneca?
If you decide to withdraw from Seneca, please complete the Request for Tuition Fee Refund form (pdf) and email it to theservicehub@senecapolytechnic.ca before day 10 of scheduled classes.
How long will it take to process refunds?
Refunds can take between six to eight weeks to process. Wire transfers could possibly take longer. Seneca will make every effort to stay within these processing times, but large volumes may result in slight delays.
