Admissions and Confirmation of Registration
International student enrollment at St. Clair College is offered on a first-come, first-serve basis.
In order to complete your registration, it is essential that the applicant follows these steps:
- After receiving a Letter of Acceptance (LOA), the applicant is required to pay the full Confirmation Fee noted on the LOA.
- After the Confirmation Fee is paid, a Tuition Payment Receipt will be provided.
- The final step for the international applicant to secure their seat in the specified program and semester is to upload a valid Canadian study visa through the International OCAS portal.
Uploaded Canadian study visas received after the maximum number of seats available for that program is surpassed will result in the LOA being revoked and the confirmation fee returned.
Confirmation fees received after the due date or once the maximum number of seats available for that program is surpassed may be subject to a return of payment.
Post Secondary Programs
St. Clair College (SCC) international student admission criteria:
For Post-Secondary Programs, international students must meet the general admission requirements below. Additionally, specific special subjects may be required by certain programs. Diploma program: Ontario Secondary School Diploma (OSSD) with a score of 50% or better, or equivalent.
Graduate Certificate: Ontario College Diploma, Ontario College Advanced Diploma, University Degree, or equivalent.
Bachelor’s Degree program: Ontario Secondary School Diploma (OSSD) with specific classes and an overall average grade of 65% or better, or equivalent
Note: Graduation certificates/diplomas/degrees and transcripts, or their equivalents, in the original language and English translation, are required.
English Proficiency Requirements:
Applicants from English-speaking regions and/or countries listed below are exempt from providing extra proof of English proficiency test if the English course on their high school or college transcript meets our requirements:

Admission and enrollment confirmation procedures:
St. Clair College offers international student enrollment on a first-come, first-served basis. To complete your registration, please follow these essential steps:
- Upon receiving a Letter of Acceptance (LOA), you are required to pay the full Confirmation Fee stated in the LOA.
- After paying the Confirmation Fee, you will receive a Tuition Payment Receipt.
- You apply for the Canadian Study Permit accordingly.
- To secure your seat in the specified program and semester, the final step for international applicants is to click “visa received” and upload a valid Canadian study visa or Study Permit (approval letter) through the International OCAS portal.
Note that uploading Canadian study visas after the maximum available seats for the program have been filled will lead to the revocation of the LOA. In such cases, the confirmation fee may be returned, deferred to the next available semester, or other options can be discussed with the international education office.
Please be aware that confirmation fees received after the due date or once the maximum number of seats for a program is surpassed may be subject to a return of payment.

(2025-2026) Garry Rossi
Chair
Since joining the ENWIN team in 2009, Garry Rossi has held progressive management positions within the organization. In 2016 this culminated in the role of Vice President of Water Operations, where he led the senior management team in developing the framework for a safe, reliable, and efficient drinking water system garnering ten years of 100% inspection score through the Ministry of the Environment Conservation and Parks measurement system. During that time Windsor Utilities Commission has been awarded such accolades as the Water’s Next Conveyance Award, and the Canadian Water and Wastewater Association Innovation Award. Mr. Rossi’s leadership and wealth of knowledge led to his appointment to President and CEO as of January 1st, 2023.
Prior to his time at ENWIN, Mr. Rossi held several engineering and management roles within the automotive, wastewater and waste management sectors with a focus on continuous improvement and regulatory oversight. Mr. Rossi has over 28 years of experience and is a leader and innovator in the water industry and has received several awards during his career most notably the Ford Motor Company Q1 award, Water’s Next Award for Innovation and the Canadian Water and Wastewater Association’s Award for Innovation.
Mr. Rossi holds an Honours Degree in Environmental Engineering from the University of Windsor, is a licensed Professional Engineer and holds a Charter Director designation.
Charlie Hotham
Vice Chair
Charlie Hotham is a Chief Executive Officer/Owner for Hotham Building Materials Inc., a former City Councilor Ward 1 for the City of Windsor, and a former Vice-President/General Manager for A.T.I Building Materials Inc. Charlie’s community involvement includes serving as member and President for Windsor and Essex County Crime Stoppers.

Foundation
Who We Are
The St. Clair College Foundation serves as the primary fundraising body for the College’s general scholarship program. As a registered charitable organization, the St. Clair College Foundation is guided by a volunteer Board of Directors who strive to assist St. Clair College in achieving its vision of “excellence in all we do” while generating philanthropic support for students and their academic pursuits.
With the generous support of our donors, the St. Clair College Foundation provides students with more than $550,000 annually in scholarship awards. Full-time students have access to more than $3 million in financial support through the College’s scholarship, bursary, and award programs.
About Our Scholarship Program
The St. Clair College scholarship program was created to support the academic pursuits of our students with financial aid. Scholarships are available to full-time students who have a satisfactory academic standing (minimum Grade Point Average of 2.0 or higher) and meet any additionally outlined eligibility criteria as requested by our donors.
At St. Clair College, we strive to make education accessible for all students. To ensure scholarships are awarded to the best possible candidate(s), we proudly work with faculty and college staff to match students through our selection committees. Students can access our internal scholarship application starting October 1st of each year and have until December 1st to complete their submission.
Scholarships are presented to their recipients in March of each year, thanks to the generosity of our donors. Each year we honour our students and donors at our scholarship award ceremonies, donors are invited to attend, meet, and present their scholarship(s) to the deserving students.
Types of Scholarships
Interested donors are encouraged to connect with the Advancement Office at St. Clair College to discuss establishing a scholarship. By establishing a scholarship with St. Clair College, you can support one or more of our 13,000 students on their post-secondary journey.
There are two types of awards which you can be established:
An Endowment can be established where the funds are invested by the College Foundation and the earnings are used to provide scholarships to students in perpetuity. A minimum of $20,000 is required to establish a named scholarship.
An Annual award where a donor (company, organization or individual) provides funds each year to the college for a scholarship to be given in their name.

General Cost Information:
Most students budget approximately $25,000 to $30,000 annually to study and live in Windsor, or Chatham-Kent, Ontario, Canada.
Protected Persons (Convention Refugees)
A person and his/her dependents*, who has been determined to be a protected person, including a Convention refugee or a person in need of protection, within the meaning of subsection 95(2) of the Immigration and Refugee Protection Act by the Immigration and Refugee Board (IRB) or the Minister of Citizenship and Immigration Canada will be classified as a Domestic student, including assessed domestic student tuition fees.
Required documentation:
Notice of Decision issued by Immigration and Refugee Board. Note: Refugee Status claimants will be considered an international student and pay international tuition rates. Should the claimant receive a Notice of Decision while studying at St. Clair College from the IRB, that current semester and/or future semesters will be assessed at a domestic student tuition rate.
Dependents/Dependent Child
*Dependents are defined as:
- A spouse.
- A common-law partner.
- A dependent child or the dependent child of a spouse or common-law partner.
- A dependent child of the dependent child referred to above.
A dependent child is a child who is a biological child who has not been adopted by a person other than the spouse or common-law partner, or an adopted child; and who is in one of the following situations of dependency:
- Under age 22 and not a spouse or common-law partner;
- Enrolled continuously at a college, university or other educational institution and dependent substantially on the financial support of the parent since before age 22 or since becoming a spouse. or common-law partner if that occurred before age 22; or
- A person with a disability who has been financially supported substantially by his or her parents, and who is unable to be self-supporting because of the disability.
Required documentation:
- Dependents: Marriage Certificate, or for common-law: an affidavit signed by both spouses, confirming that they are living together in a conjugal relationship for not less than three years, or that they are living together in a conjugal relationship and are raising any children of whom they both are the natural or adoptive parent.
- Dependent Child: proof of financial dependency.
About Our Scholarship Program
The St. Clair College Foundation’s general scholarship program aims to match deserving students with financial awards that support their post-secondary journey. While students must be in good academic standing to be eligible, scholarships are awarded for varying reasons. We proudly work with each of our donors to determine the specific criteria for their award(s) which may include program qualifications, academics, extracurricular participation, and/or financial need.
Each year, the St. Clair College Foundation awards more than $900,000 in general scholarships to approximately 900 recipients. These awards provide students with the financial support they require to continue their studies, in addition to the intangible benefits of being a scholarship recipient.

Foundation Endowments & Annual Bursaries
Effective 2023, St. Clair College will increase all endowments & bursaries to a minimum amount of $1000 to be allocated for each award.
How to Apply
The general scholarship application is available each year from October 1 to December 1. Students can apply through their Student Information System (SIS) account and are only required to complete a single scholarship application, per year.
The St. Clair College Foundation works with selection committee(s) made up of faculty, administration, college staff and donors to select successful candidates for available scholarships. Successful candidates are notified via their college email and provided details of their award(s).
Traditionally scholarship awards are presented to students in March of each year at our Annual Scholarship Awards Banquet. This special evening allows us to celebrate the success of our students and the generosity of our donors.
Apply for Scholarships
Can I still apply for a program after the February 1st deadline?
Yes! As long as space remains in the program, you may apply for it. However, after February 1st, it’s first come, first serve so don’t delay, apply today. Popular programs fill up quickly.
What does it mean if I have been placed on a waitlist for a program I applied for?
You may be waitlisted for a program if there are more acceptable candidates than available seats. If any of the accepted applicants decline the offer of admission or fail to register, you may be called from the waitlist. The waitlist is for the term to which you applied; it is not carried over from one term or one application year to another. The Registrar’s Office will provide an applicant with their position on the waitlist should they inquire.
My Offer of Admission is Conditional, what does that mean?
An offer is made conditionally to students currently attending secondary school or currently enrolled in one or more admission requirements when applying.
If you are a student with a conditional acceptance to a limited-enrolment program, you will need to keep your grades above the minimum required average in certain courses or programs to finalize the acceptance. Applicants must satisfy all conditions prior to the first day of classes.
*Students with conditional offers still need to meet all confirmation or payment deadlines*
When do I confirm my offer of admission to guarantee my seat in the program?
May 1st or sooner. After this confirmation date, programs will fill on a first come, first served basis.
I was accepted into my program, what next?
You will be notified of the June 1st payment deadline. Once you have made payment, you will receive your MYST.CLAIR information which will give you access to your SIS account and email.
I applied to St. Clair College but have not heard anything yet.

When is tuition due?
A Tuition deposit of $100 is due no later than June 1st. This will hold your spot in the program. A student applying for OSAP can complete the OSAP Deferral form and pay a $100 Tuition deposit.
When can I apply for OSAP?
To ensure the OSAP funding is received at the start of your study period, students should apply as soon as possible. This is important for students requiring OSAP funding to pay their tuition.
How do I apply for OSAP?

What are tuition fees and ancillary fees for?

How would I get textbooks for my program?
There is a Campus Store to serve students, in-person and online.
Where do I obtain my St. Clair One/Blackboard password?
St. Clair College’s new Identity Management System is branded St. Clair One. This will enable St. Clair students and staff to access college resources through my.stclaircollege.ca. Once applicants have been registered they will receive an email to activate their St. Clair One. This takes place 4-6 weeks prior to the start of classes.

When do I get my class schedule?
Class schedules will be released approximately one month prior to the start of classes and will be available through your SIS account. (Self Service – Enrollment – View my weekly schedule)
I missed my deadline to accept my offer and the offer has expired. Can I still accept the offer?
Applicants may still confirm their seat after the May 1st Expiry in cases where the program maximum has not been met. Confirmations will be accepted after May 1st on a first-come-first-served basis. Should program maximums be reached applicants who failed to confirm will be notified via email that they have been placed on a waitlist.
I missed my deadline to pay and my acceptance is expired. Can I be placed back in the program?
Applicants may still confirm their seat with payment after the payment deadline only in cases where the program maximum has not been met. Tuition payments will be accepted after the deadline on a first-come-first-served basis. Should the program maximum be reached, applicants who did not make their tuition deposit will be advised via email that they have been placed on a waitlist.
I am applying as a Mature Student.
If you are a Mature Student (nineteen years of age or older as of the first day of classes and do not have an OSSD or equivalent), you will be required to write an Admissions Test (Math and/or English) for all programs EXCEPT those that are oversubscribed OR if you can demonstrate the competency of the established required courses.
